Who We Are
Concerned Citizens for All Residents is a group of Reading residents who want to ensure that everyone in our community is informed about Issue 4 that will be decided on Tuesday, May 5th, 2026.
This is a proposed $27,000,000 bond/levy, which would be collected over the next 28 years. The purpose of this levy is to fund a $27 million “plan” that replaces earlier, more practical proposals with a more expensive approach—separating facilities and adding stadium projects, even as concerns remain that these are not the community’s top priorities.
Our Goal
Our goal is to share information and raise awareness so residents can fully understand what is being proposed and how it will impact the community.
The ballot language is purposefully vague, obscuring “the plan” proposed by the administration.

After reviewing the information we have gathered, we encourage you to join us in voting NO on Issue 4.
Why We Are Concerned
One of our primary concerns is how quickly this levy has moved forward.
On December 23, 2025, a special council meeting was held where the first partial details were discussed, including the significant amount of funding being requested from the Reading community.
By February 2026, with the administration still lacking a clearly defined “plan,” a group of concerned residents felt it was necessary to come together and form this committee.
Concerns About the Process
We believe the process has been purposely rushed and that placing the levy on the May election ballot—an election that historically sees lower voter turnout—limits broader community participation.
